PNG Scouts restructuring to revitalize Scouting


As part of dunia support, APR Office is carrying out a consultancy visit in Papua New Guinea (PNG) from 14th to 25th November 2011. This is to support the Scout Association of PNG in capacity building and to overcome challenging issues as agreed with the National Executive Committee.
Major points of discussion were situational analysis, organizational structure, and job description for volunteer and professional positions. Other areas are the identification of services that the national association is providing its members, progress of CNV recommendation, and preparing an action plan.
Taking part in the consultancy visit are NEC Chairman Mr. Ouka Lavaki, Vice Chairman Lino Ge, Chief Commissioner Sere Kala, Deputy Chief Commissioner Micheal Pearson, Field Commissioner James Ovisa, Property Manager Galeva Taliboga, other area commissioners and trainers. From the Asia Pacific Regional Office is Director of Development Support and Finance Mr S. Prassanna Shrivastava.

The group has formulated a new PNG Vision, job descriptions for major positions at national level and made a decision to appoint leaders for volunteer key positions such as Treasurer, Honorary Secretary of the National Council and Executive Committee, International Commissioner, National Training Commissioner and National Program Commissioner.

The NHQ professional staff structure and JDs are also formulated and considering budgetary constraint, it is decided that, in addition to the present secretarial staff, only the National HQ Administrator (equivalent to Chief Scout Executive) and an accountant be hired urgently.
Outcome of discussions will be finalized by 18 November to be presented to the National Council Annual General Meeting for approval.
